In April 1995, the National Association of State Energy Officials and Energy Rated Homes of America founded the Residential Energy Services Network (RESNET) to develop a national market for home energy rating systems and energy-efficient mortgages.

The HERS® or Home Energy Rating System was developed by RESNET and is the nationally recognized system for inspecting and calculating a home’s energy performance.
The HERS® ratings are now based on Standards ANSI/RESNET®/ICC 301-2022, ANSI/RESNET/ICC 310-2020 and ANSI/RESNET/ICC 380 -2022 as adopted and modified by HERS Standards addenda incorporated into Chapter 3 of the Continuous Maintenance Edition.
RESNET committees help RESNET achieve its goal of setting the standards for quality. Each committee’s purpose is to provide the RESNET Board with policy, implementation and technical guidance.
RESNET’s Standards are officially recognized by the federal government for verification of building energy performance for such programs as federal tax incentives, the Environmental Protection Agency’s ENERGY STAR program and the U.S. Department of Energy’s Building America Program.
