The Fortuna Restaurant is located inside the Skycity Hotel, not at the top of the Sky Tower. To get to the Fortuna Restaurant, you don't need to pay any admission fees. All you have to do is walk into the main lobby of the Skycity Hotel and ask the staff for directions to the Fortuna Restaurant. They will direct you.
