Both are near the Borgo Medievale (the Medieval Village) which is near the midpoint (traveling south or north from an endpoint). The Rock Garden is between the Village and the Valentino Castle (these are huge places...). The north end of the park begins at the Po River and Corso Vittorio Emmanuele. The 12 Months Fountain is found by descending down from the Medieval Village to the Po River (not steps, really, but levels of ground that descend).
