Here it is called the “Fuzzy Select” tool. It sits just to the left of the “Select by Color” tool that while largely similar offers one extra function.

Click in the image to select the color you wish to copy. A color swatch appears near the middle of the Toolbox. Click a tool icon to apply this color copy.
